Board of Directors’ Meeting

October 13, 2025


Board members present: Sarah Wise, president; Larry Sagstetter, vice president; Margie St. Jacques, treasurer; Jill Griffith, secretary; Ann McNattin, member at large.


9 homeowners were present.


Also present: Mike Severson, building manager.

  1. Call to Order: The meeting was called to order at 6:30 p.m.
  2. Secretary’s Report: Moved, seconded, and voted to approve the minutes for the September 2025 board meeting as written.
  3. Treasurer’s Report: 
    1. For September 2025, the opening balance was $153,531.18, and the closing balance was $168,503.56. This represents an increase from the opening balance of $14,972.38. As of the end of September, we had $27,957.20 in our operating checking account, and $97,155.09 in reserve accounts. (Note: The reserve accounts are one operating CD with North American Bank, a money market account with Premier Bank, a Premier CD, an NAB CD, a savings account with Royal Credit Union, and three CDs with Royal Credit Union.) 
    2. Moved, seconded, and voted to approve the Treasurer’s Report.
  4. Committee Reports:
    1. Welcome Committee: No new residents since the last meeting. 
    2. Recreation Committee: Thank you for the enjoyable party in September! For future parties, set-up and take-down help would be appreciated. There is a holiday party planned with more information to come.
  5. Management Report: Our current elevator service contract with Metro Elevator expires 12/31/2025. However, we may be able to end the contract early on 10/31/2025. 
  6. Old Business: 
    1. Keys: Building keys should have a secure and central location for the Board to access when needed. The elevator room is a likely option for the placement of a lockbox to hold the keys.
    2. Interior Update: This is a complex project with many details yet to be worked out. Since the September meeting, another vendor was able to provide us with a quote. There were 22 vendors contacted with only 2 who were willing to consider this job. Currently, the quotes for painting range from $93,300 to $500,000. Bid to replace wallpaper is $120,000, when the cost of wallpaper is included. It was noted that additional funds may be needed to address the condition of walls once wallpaper is removed and to accommodate other unforeseen expenses. Our reserves have $150,000 available at this time for interior wall and ceiling repairs. The vendor quoting the lower painting bid will be contacted to provide a more formal proposal.
    3. Rules and Regulations: The current Rules and Regulations were last updated in 2021. The discussion of updating them has been tabled until the November meeting.
  7. New Business:
    1. Mechanical Room Access: There was discussion about whether additional security measures are needed for the mechanical room. There’s a balance between allowing homeowners to borrow the dolly that’s stored there vs. limiting access to that room. Particularly with the heaters in the elevator garage area and the stairwells being turned on during the warmer weather and some items missing (not seeming to be borrowed) from that room.
    2. Furnace Checks: There will not be a sign-up sheet for furnace checks this fall. Harvey Mechanical is not adequately staffed to do so for the numbers in our building. Please contact an HVAC servicer of your choosing if you’d like to have your furnace checked this fall. Metro Heating and Cooling is one option as they are familiar with our building.
    3. Cart Reminder: Please use and promptly return the Target red carts and smaller black carts in the garage. 
    4. Bulletin Board Guidelines: Please do not remove bulletin board postings that are not yours. The bulletin board on the right side of the door to the garage is for Board communications only. 
  8. Homeowners’ Questions and Comments:
    1. There was a note in the box about the first-floor lights and the timer. After the plant lights turn off in the evening, the wall switch does not turn on the overhead lights above the tables due to the same wires servicing both. An electrician is needed to either separate the wires or run a new wire to the light switch for the lights. 
    2. There was a note in the box about lowering the HOA dues. The 2026 budget will be set at the November meeting. 
    3. Harvey Mechanical still has the 4th rooftop AC unit to evaluate. A new unit is estimated to cost around $20,000 and repairs, if possible, are estimated to be $7,000 - $8,000.
    4. The building’s annual insurance premium increased to approximately $34,000 total from $26,000 total last year. Major reasons are that a correction was needed for the building coverage limits due to inflation and that MN has had more hail claims than any other state.
    5. The cleaning supplies room is too small to store long tables used for the building’s parties.
    6. A homeowner received an email from Metro Heating and Cooling. Keller has forwarded that information via email. 
    7. It is suggested to change your furnace filter every three months, and the filter size is likely 16x25x1 for all units.
  9. The meeting was adjourned at 7:47 p.m.
  10. The next Board Meeting will be on Monday, November 10th at 6:30 p.m. in the Activity Room. This will be a Board only meeting.
