Board of Directors’ Meeting
April 14, 2025
Board members present: Sarah Wise, president; Larry Sagstetter, vice president; Margie St. Jacques, treasurer; Jill Griffith, secretary; Ann McNattin, member at large.
Also present: Mike Severson, building manager.
10 homeowners were present.
- Call to Order: The meeting was called to order at 6:30 p.m.
- Secretary’s Report: Moved, seconded, and voted to approve the minutes for the March 2025 board meeting as written.
- Treasurer’s Report:
- For March 2025, the opening balance was $526,328.27, and the closing balance was $557,652.10. This represents an increase from the opening balance of $31,323.83. As of the end of March, we had $59,815.37 in our operating checking account, and $497,836.73 in reserve accounts. (Note: The reserve accounts are one operating CD with North American Bank, a money market account with Premier Bank, a Premier CD, an NAB CD, a savings account with Royal Credit Union, and three CDs with Royal Credit Union.)
- Moved, seconded, and voted to approve the Treasurer’s Report.
- Committee Reports:
- Welcome Committee: No updates this month.
- Recreation Committee: A party is planned for May and will be on-site. More information to come.
- Management Report:
- Smoking Amendment: The amendment has been revised to indicate no smoking within 30 feet from the building and no title transfers of unit ownership, regardless of the situation, will be grandfathered into the non-smoking building policy. The revised amendment will be mailed out for homeowners’ voting.
- Skylights and Roofing: At this time, it seems that the roof and skylights will be replaced in early June. The skylight vendor is expecting materials to arrive at their warehouse in late May. Notice will be provided when the project date is known.
- Old Business:
- Evergreen Treatments: It was discussed and decided to not treat the trees along Victoria Street. Doing so is not cost effective as it will only keep them alive rather than thriving. Those trees will be let go when they fail. It was decided to treat the Linden trees with Japanese Beetle treatment and the River Birch trees with a soil and nutrient treatment.
- Recycling Dumpster: By a unanimous vote, the Board approved replacing the current recycling carts with two of the 2-yard dumpsters. There is a possibility that a pulley system will be able to be configured to assist with opening the recycling dumpster lids.
- New Business:
- Shingles: Missing roof shingles will be replaced.
- Metro Elevator: There have been consistent price increases and our contract is old and on automatic renewal. More to come about pricing and contract updates.
- Handyman: Chuck Linn has agreed to be available this summer for small projects. The search continues for a person available all year round, but it’s been difficult to find one. The holes near the garage utility door need to be filled. Mike will check with Metro Concrete.
- Homeowners’ Questions and Comments:
- The AC units, particularly if they are older ones, and/or the copper pipes on the roof may not survive being gently moved as needed when the roof is replaced. Some homeowners have researched HVAC companies to replace the existing furnace and AC systems in our units. It appears there are only a couple of options for HVAC vendors. One homeowner had his replaced recently. Mike will contact him for additional information.
- The City of Shoreview’s grant’s funding fell through for the tree program.
- The first version of the smoking amendment didn’t receive enough votes to pass, and the opportunity was used to clarify unclear wording and revise it. A non-response vote is not counted. It is not an automatic ‘no’ vote.
- The outside planter boxes are not in the best condition. A possible option is to remove them and create ground level plots. Mike will get pricing for that change.
- Clean and Clear has been contacted for spring window cleaning, and they have not responded back yet.
- The meeting was adjourned at 7:32 p.m.
- The next Board Meeting will be on Monday, May 12th at 6:30 p.m. in the Activity Room. It will be a Board Members only meeting.
